Align procurement and contracting with General Financial Rules (GFR 2017)

Establish the rules and approval framework applicable to the procuring entity and project. Central-government manuals can be a useful reference, but state, scheme and entity requirements may differ. Ask the authorised procurement team to identify the controlling documents and current amendments. Keep that list with the procurement plan so reviewers can see why a particular procedure or approval route was chosen.

Map each purchasing step to an owner, an approval and a retained record. Confirm the permitted procurement method for the specific requirement rather than assuming one platform or bidding route covers every purchase. Document the basis of any exception through the authorised process. The aim is a traceable decision, supported by the applicable rules and evidence available at the time.

Comply with Central Vigilance Commission (CVC) integrity directives

Check the integrity, conflict-of-interest and vigilance requirements applicable to the organisation and tender. Record who makes declarations, who reviews them and how a concern is escalated. Where an integrity pact or other prescribed process applies, use the current approved documents. Avoid treating one contractual mechanism as a universal requirement for all public purchases.

Incorporate Independent External Monitors (IEMs) into high-value procurement committees to oversee tender evaluations and resolve bidder grievances objectively. Maintain meticulous records of tender committee deliberations, ensuring that disqualifications and contract awards are justified by objective, documented technical criteria rather than subjective discretion.

Prepare for Comptroller and Auditor General (CAG) performance audits

CAG audits evaluate not merely whether funds were disbursed legally, but whether public investments achieved 'Economy, Efficiency and Effectiveness' (Value for Money audits). CAG scrutiny frequently flags project time overruns, unutilized capital infrastructure, idle machinery and procurement at inflated rates.

Conduct proactive internal compliance audits throughout the project execution lifecycle. Establish clear baseline performance metrics, document the rationale for any project scope variations or timeline extensions, and maintain practical cost-benefit analyses. Proactive audit preparedness ensures that external CAG reviews confirm exemplary governance.

Comply with Direct Benefit Transfer (DBT) and RTI transparency mandates

Public schemes involving social welfare or direct financial disbursements must integrate reliably with the national Direct Benefit Transfer (DBT) Bharat mission. All beneficiary records must be verified against Aadhaar databases using Aadhaar-enabled Public Financial Management System (PFMS) protocols to eliminate duplicate or ghost beneficiaries.

Have the responsible authority confirm what information can or must be published, how requests are handled and which records require protection. Do not publish personal beneficiary information merely because a project is publicly funded. Prepare approved summaries and a traceable response process. Transparency and privacy should be addressed together, with the relevant legal and programme requirements guiding disclosure.

Public sector compliance and governance checklist

  • Identify controlling rules, scheme guidance and current amendments.
  • Map procurement steps to the responsible authority and retained evidence.
  • Confirm applicable integrity and conflict-of-interest processes.
  • Reconcile delivery and spending records against the approved requirements.
  • Review proposed disclosures for privacy and authorisation.
  • Keep a traceable record of decisions, exceptions and corrective action.

For a conversation about a reporting framework, share the procuring entity, project rules and records currently available. Include the decision you need to make, the person who can approve it and any date that genuinely constrains the work. A short brief with unresolved questions clearly marked is useful; there is no need to send confidential records or a finished specification just to start the discussion.
